I see this in my conversations with bodega owners in San Francisco; they get killed by small fines for things like the lottery kiosk being too far out on the street by a few inches. And, the owners have no visibility into why and when new rules and regulations are being created. There’s always tension between regulation and business, but it always seems to hit the SMB hardest.
